What is
the National
Broadband
Plan?

The National Broadband Plan (NBP) is the largest-ever telecommunications procurement undertaken by the Irish State. The aim is to radically transform the country’s broadband landscape through the delivery of quality, affordable broadband to citizens and businesses in all parts of Ireland that cannot currently access high speed broadband.

The NBP will ensure that all citizens and businesses have access to high speed broadband no matter where they live or work. Once completed, all parts of Ireland will have access to a fast, reliable broadband network, capable of meeting the needs of current and future generations.

Introducing
National
Broadband
Ireland

National Broadband Ireland (NBI) is a consortium of specialist companies that have come together in response to the Government’s National Broadband Plan. NBI has been led since its inception in March 2016 by Granahan McCourt, the worldwide investors in technology, media and telecommunications. Granahan McCourt has 30 years’ experience of partnering with governments, corporations and people to deliver infrastructural projects around the world.

The consortium has been dedicated to the process since the first days of the consultation and has presented its vision for high-speed broadband for every home, farm and business across the Intervention Area to the Department of Communications, Climate Action and Environment (DCCAE). Subject to a successful outcome in the ongoing tendering process, the consortium will deliver high-speed broadband across rural Ireland.

The network we intend to build is a Gigabit or superfast network, capable of delivering 1000Mbps. Internationally, this capacity has been shown to more than meet the needs of citizens and businesses.

Partners 

NBI and its partners have unmatched national and international expertise in developing, building and operating telecommunications networks. NBI has the proven ability to bring together all the elements required to finance and complete a project of the size and complexity of the NBP.

As part of NBI’s final tender, the consortium has nominated five key partners for the project – enet, Nokia, Actavo, The Kelly Group and KN Group.

enet, Ireland’s largest open-access network operator and the company which manages the State-owned Metropolitan Area Networks (MANs), will be an integral part of the ongoing operation of the network.

Nokia, the multinational data networking and telecommunications equipment company, has been chosen as one of the key technology partners.

NBI’s partners for the construction phase of the project include Actavo, The Kelly Group and KN Group – all established organisations that have considerable national and international experience in building telecommunications infrastructure.

To complement the physical build, National Broadband Ireland will have long-term access to open eir’s 1.2 M rural pole infrastructure, as well as their duct network.

David C. McCourt

National Broadband Ireland is led by Granahan McCourt’s founder and CEO, David C. McCourt.

Over the past 30 years, McCourt has been widely known as a transformational force in the Technology, Media and Telecom industries. The Economist has described him as having “impeccable credentials as a telecom revolutionary.”

McCourt has held senior roles as CEO, President or board member at some of the world’s biggest telecom network operators, including Level 3 Communications, MFS Communications, Corporate Communications Network, MCI WorldCom as well as well-respected regulated operator, Commonwealth Telephone Enterprises. 

His entrepreneurial vision has led him to pioneer a number of technological firsts, for which he has garnered worldwide recognition, including awards from US president Ronald Reagan, the Harvard Business School Club, the American-Irish Historical Society and an Emmy.


Throughout my career, the businesses I have been involved with have pioneered the roll out of telecom networks of substantial scale, and have significantly improved connectivity in regions across the world that have been technologically underserved.

Walter Scott Jr.

Walter Scott Jr. is a long time investing partner of David C. McCourt and is the longest serving independent director of Berkshire Hathaway Inc. He is also a director of Berkshire Hathaway Energy and Valmont Industries, Inc. Mr. Scott previously served as Chairman of Level 3 Communications Inc., one of the world’s largest and most successful providers of next generation networks and services. He retired as Level 3 Chairman in 2014 having been a director since foundation.

Mr. Scott is Chairman Emeritus of Peter Kiewit Sons’ Inc., the largest independently held construction management company in the U.S, where he served as Chairman and CEO until 1998. Through their Family Office, Mr. Scott and his family also have significant interests in a number of large and successful organisations.
